India’s Odisha State targets export-led industrial growth through high-level UAE investment outreach

CM Mohan Charan Majhi to Lead Delegation for Investor Meetings, Sectoral Roundtables and Odisha Investors Meet in Abu Dhabi and Dubai

 The Government of Odisha State, India, will undertake a high-level investment outreach to the United Arab Emirates from September 9 to 11, 2026, led by Hon’ble Chief Minister Shri Mohan Charan Majhi, with a strategic focus on attracting global capital, strengthening export-oriented industries and building new investment and business linkages between Odisha and the UAE.

The three days outreach across Abu Dhabi and Dubai will bring together UAE-based investors, leading fund houses, financial institutions, industry leaders, Indian business professionals and business organisations to explore opportunities for investment, technology collaboration, industrial partnerships, exports and value-chain development in Odisha.

The visit will place particular emphasis on export-oriented materials and industries, leveraging Odisha’s established strengths in metals and metallurgy while creating pathways for higher-value manufacturing, downstream industries and integration with global markets.

The targeted sectors for engagement will include metallurgy and metals downstream industries, food and seafood exports, port-based industrial parks, port-based logistics parks, shipbuilding parks, dedicated rare earth corridors, slurry pipeline infrastructure, and chemical and petrochemical parks.

With Odisha’s strong industrial base and strategic location on India’s eastern coast, the State is positioning its ports and associated industrial infrastructure as key drivers of the next phase of industrial growth. Port-led development is expected to create significant opportunities for large-scale investment, integrated manufacturing, logistics, exports and global supply-chain linkages.

The UAE outreach will also focus on strengthening the transition from Odisha’s traditional industrial sectors towards new-generation, technology-driven and higher-value sectors. The objective is to build integrated value chains within the State while connecting Odisha’s production capabilities with international markets.

In Abu Dhabi, the delegation will engage with leading investment institutions, fund houses, sovereign investment platforms and UAE-based organisations. Discussions will focus on investment opportunities in Odisha, possibilities for attracting Foreign Direct Investment (FDI), industrial partnerships and long-term capital participation.

The Dubai leg of the programme will feature focused interactions with industry leaders, UAE-based organisations, metals and downstream companies, logistics and infrastructure players and other potential investors. Sectoral roundtables and one-to-one meetings will provide an opportunity to present specific investment opportunities and understand the requirements of global businesses looking to expand in India.

A key component of the outreach will be Meeting with leading fund houses and UAE-based organisations, aimed at facilitating direct conversations around investment opportunities, project financing, strategic partnerships and FDI into Odisha.

The delegation will also interact with the Indian business professional community in the UAE, including professionals and business leaders who can play an important role in strengthening India-UAE economic linkages and facilitating international business connections for Odisha.

The Odisha Investors Meet – UAE will provide a larger platform to showcase Odisha’s investment ecosystem, emerging opportunities and sector-specific projects before the UAE and wider MENA business community. The programme is expected to bring together investors and industry leaders from across key sectors and create a platform for potential investment commitments and partnerships.

The UAE outreach is part of Odisha’s broader strategy to connect the State with global capital, technology and markets. The Government is seeking to build partnerships that move beyond conventional investment and create export-oriented production, stronger value chains, port-led industrialisation, technology collaboration and sustainable employment opportunities.

The outreach across four major UAE locations and its engagement with diverse investor and business groups is expected to further strengthen Odisha’s position as an investment destination and a gateway for export-oriented industrial growth.

Hon’ble Chief Minister Shri Mohan Charan Majhi said: “Odisha has a strong industrial foundation and immense potential to become a major hub for export-oriented and value-added manufacturing. Through our UAE outreach, we seek to connect Odisha with global capital, technology, markets and strategic partners. Our focus is on building long-term partnerships that can transform our industrial ecosystem, strengthen value chains and create new opportunities for our people.”

 Hon’ble Minister of Industries Shri Sampad Chandra Swain said: “Our UAE engagement is focused on sectors where Odisha has both established strengths and significant opportunities for future growth. From metallurgy, metals and downstream industries to ports, logistics, food and seafood exports, rare earths, shipbuilding, chemicals and petrochemicals, we are presenting a wide range of investment opportunities. We are particularly looking at investments that promote value addition, exports, technology adoption and the transition towards higher-value industries.”

 The Government of Odisha delegation will use the UAE visit to engage with investors, fund houses, sovereign and institutional capital, industry leaders, Indian business networks and UAE-based organisations, with the objective of creating a stronger and more sustained Odisha–UAE economic partnership.
